The Revolving Drug Fund and cost-sharing mechanisms to support the implementation of the Essential Health Package in Liberia

This report, supported by the DCP3 Country Translation Project, presents a comprehensive analysis of the revenue potential, viability, and health system impact associated with the potential introduction of a Revolving Drug Fund and cost-sharing mechanisms within the Liberian health system.

The report:

  1. Analyses Liberia's health financing landscape in the public sector to identify resource gaps.
  2. Assesses the revenue potential, viability, and health systems impact of the RDF at primary health facilities and cost-sharing at secondary level facilities.
  3. Determines affordable prices for medicines and services within the Essential Package for UHC.
  4. Presents the financial resources required from various sources to cover the costs of medicines and services at primary and secondary levels.
